The 13th UN Climate conference (“COP13”) is being held from 3 to 14 December 2007 in Bali, Indonesia. The aim of this conference is to reach a world wide agreement on a ‘road map’ for the succession of the first phase of the Kyoto Protocol and on further steps under the UN Framework Convention on Climate Change. The Kyoto protocols’ first phase ends in 2012. Under this protocol, industrialized countries have set a modest target for the reduction of the emission of greenhouse gases. From the recent reports of the Intergovernmental Panel on Climate Change (IPCC), it has become clear that on the longer term there is an urgent need for more drastic reduction of greenhouse gases on a global scale, as well as timely adaptation to an already unavoidable change of the world climate. The Bali ‘road map’ should contain both the concrete agenda and the start of the negotiations on long-term global climate policies. This could lead to a world-wide agreement by 2009 on the global long-term climate policies.
