The Dutch Ministry of Environment (VROM) considered it useful to support the European Union in providing factual underpinning to strengthen its position in the negotiations on further commitments under the Kyoto Protocol and the Convention (Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol and the Convention Dialogue).This Toolkit is meant to fulfill these needs. It contains many datasets on subjects relevant to the negotiating process up to COP-13 and beyond. The extended version of the Toolkit contains information on historical emissions and energy trends, emission pathways, stabilisation scenarios, mitigation potentials and costs, co-benefits and historical responsibility. The main sources are MNP, IIASA, Ecofys, IEA, UNFCCC and IPCC AR4 WG III.
