General Guidance for Cost-Benefit Analysis

In this ‘General Guidance for Cost-Benefit Analysis (CBA)’, CPB Netherlands Bureau of Economic Policy Analysis and PBL Netherlands Environmental Assessment Agency provide specifics to make the analysis generally suitable for a variety of measures in all policy fields.

CBA is an important tool for the ex ante assessment of policy options. CBA is a systematic information tool for surveying and evaluating the advantages and disadvantages of policy measures for society as a whole.

This general CBA guidance gives a stepwise description of the CBA process and the criteria for its various components. This new guidance thus provides a minimum set of CBA requirements. Where necessary, it leaves various aspect open for more detailed development, in CBA handbooks for specific policy fields.
