How will we reach the Paris climate goal?

Towards a broader analysis of policy and ambition

Inaugural lecture delivered by Michel den Elzen upon accepting the position of special professor of International Climate Policy and Mitigation of Climate Change, on behalf of the Netherlands Environmental Assessment Agency, at the Faculty of Science of VU University Amsterdam on 30 October 2025.

Den Elzen, who works at PBL as a researcher in international climate policy, will focus his part-time professorship on analysing scenarios for international climate policy. He will not only analyse the status of implementation of the Paris Agreement but also explore the effects of current and additional climate policies. Den Elzen uses model analyses to explore the effects on energy use and production, greenhouse gas emissions, land use, and climate impacts and costs. 

The collective efforts of countries to achieve the Paris Agreement climate goal of limiting global temperature rise to well below 2 degrees Celsius and preferably 1.5 degrees Celsius are lagging behind. However, solutions exist through increased ambition and agreements between countries.
